Boom is the eager and kind-hearted, if somewhat-clumsy, Chief Gadget Tester and assistant to Dr. Kat Manx at the S.P.D. Academy. His main work at the Academy involves testing out various pieces of equipment that the Rangers may use in the field; in several episodes he's seen wearing or using Kat's newest inventions, such as an arm cast with a laser inside. He was unwittingly used to demonstrate the effects of the Judgment and Confinement Modes on the Rangers' morphers (Beginnings pts. I & II). He is also a mechanic and computer technician within S.P.D., and in Dogged he assisted Bridge and Syd with repairing and upgrading the damaged R.I.C. He helps the Rangers with their training on occasion as well; for example, in Beginnings pt. I, he acted as a monster in a computer-simulated mission for Sky, Syd and Bridge, and in Impact did the same for Jack and Sky. He generally gets along with everyone at the Academy and appears to be good friends with Bridge Carson. While Boom is happy where he is, knowing that he doesn't have to be a Ranger to be important, he still wishes that he could be a hero. He once told Jack that he “would give anything to be a Power Ranger”, and in Boom he dreams that he is the brave and powerful Orange Ranger, saving the day and having the other Rangers admire him. Boom is also second-in-line for Kat's job as chief science officer, but has trouble functioning without her due to his lack of self-confidence. When Kat is kidnapped by General Benaag in Shadow pt. II and later on when she leaves Earth in Katastrophe, Boom is left to take on her duties. However, on both occasions, he struggles to fill her shoes. He is visibly nervous when briefing the Rangers in Shadow pt. II, and in Katastrophe, he doesn't know what to do when the Rangers' Zords begin slowing down in battle due to needing a tune-up. Later on in that episode, the Rangers want Kat to go back to headquarters, but Boom breaks down and begs her to stay on Earth. At the end of the series, though, Boom shows more confidence in himself. In Endings pt. II he convinces the remaining Cadets at the Academy to stay behind and fight when the Rangers and Cruger are captured by Gruumm, stating that “I'm staying, because they would have stayed for me”. He is later seen wearing a dressier uniform, perhaps suggesting that he received a promotion within S.P.D.
Nothing is known of his life before S.P.D. Boom first came to the Ranger Academy five years before the start of the series, but flunked out after only a few days (Beginnings pt. II). Commander Cruger saw his potential and allowed him to stay and work in the lab. However, Boom couldn't bring himself to tell his parents he'd failed, so he lied to them and told them he was a Power Ranger- specifically, the fictional Orange Ranger. This lie came back to haunt him in Boom, when his mother and father came to visit the Academy for the first time since he'd joined. Bridge, Z and Syd tried to help Boom by playing along to impress them, but he ended up going too far when he jumped into battle in a home-made Orange Ranger costume and caused a Krybot to be able to escape with a laptop that Jack and Sky were trapped in. Boom was so ashamed of himself that he tried to resign from S.P.D., but agreed to be sent inside the laptop to rescue Jack and Sky first; afterwards, Cruger told him his resignation was invalid because he forgot to sign it, and his parents assured him that they were proud of him no matter what. Boom decided to stay, knowing that without him, the Rangers would be worse off.
Boom loves to tinker with computers and electronics in his spare time (Dogged, Messenger pts. I and II). In Dogged, Bridge mentions that he and Boom are going to upgrade Boom's computer with a super-processor (and maybe even a waffle iron). In Messenger pt. I, the radio that Boom was building out of spare parts to try and pick up old radio waves unintentionally picks up a grim message from the future instead.
Boom is a great mechanic and computer technician, helping Bridge and Syd do an “extreme upgrade” on R.I.C. and later on building a radio out of spare parts. As Chief Gadget Tester, he regularly gets beaten up and injured, but this doesn't seem to bother him.
